Local ports as development centres

This study aims to analyse the local ports on the Lithuanian, Polish, German, Danish, Swedish, and Belgian coast as development centres which are located along the international waterway E 60.

The study is a comprehensive analysis of the state of the South Baltic local seaports and their development opportunities. The problems faced by managers of these ports have been identified and potential development opportunities have been presented.

Local ports and their impact on regional economy

This study analyses the local ports on the Lithuanian, Polish, German, Danish, Swedish, and Belgian coast, and their impact on the regional economy. The authors present and analyse the transport system of the South Baltic region, an analysis of individual means of transport, an analysis of the transport costs by individual modes of transport, the current state of IWW E 60, an analysis of the current state of local seaport located along IWW E 60 and port infrastructure, both from the land side and sea side.

3. Assessment of E60 potential future market capture

Cargo flow in the South Baltic and North Sea Regions

It concentrates on the identification and assessment of the existing rail/road transport corridors and current distribution along the INCONE60 area as well between the existing routes. It will be produced for the baseline year 2016 or earlier and for WSO + 5; WSO + 10, WSO + 20; taking into consideration improved access to the IWW transport system.

4. Demand Assignment to Corridors and Modal Share

Transport outlook in the South Baltic and North Sea regions

It presents forecasts of the modal split for the periods of times referred to in report 3. The analysis of alternative routes and modes includes the assessment of existing logistics infrastructure and facilities, special cargo requirements and other conditions as well as local and regional generated cargo growth forecasts.

5. Development of the management procedures based on the best practices

Sustainable development of small ports

It is a business case study dedicated to small ports managers. It aims to support small ports managers to improve the management efficiency and teach methods of attracting investors to the port infrastructure development.

INCONE60 Cargo Flow Model

INCONE60 project developed a computerized cargo flow model. The INCONE60 Cargo Flow Model aimed to present the benefits of choosing shortsea shipping for cargo transportation.

The simulator calculates all transport-related costs and also external costs such as accidents, noise, pollutants, climate costs, infrastructure degradation and congestion. The first stage of the simulator implementation has been finished. Wo work on the extension by additional parameters. The simulation area is extended for the East coast of Great Britain, 14 new small ports were added and a second module for the calculation of more complicated routes with midpoints is being developed. The simulator is available to everyone on the website https://simulator.incone60.eu/ or by entering the project website https://incone60.eu and opening the tab „SIMULATOR”.

The simulator is being created with the cooperation of the  Inero Software Company which specializes in web applications, mobile apps, UX design and branding, artificial intelligence, machine learning, cloud solutions and code audits.

First pilot trip

First pilot trip took place from 22nd to 24th September 2020 on the Vordingborg - Stepnica - Kołobrzeg route. This trip aimed to support synchromodality in the South Baltic and the North Sea Regions and to create a network of contacts that may result in the inception of new shipping connections between local and regional ports.

To create an appropriate environment for discussion between the stakeholders of such transport solutions, three meetings with stakeholders were organized. During the meetings, the INCONE60 cargo flow model was also presented.

Final Pilot trip

Final pilot trip took place on route Vordingborg - Władysławowo - Klaipeda. It showed the possibilities of cargo transportation between local seaports located in the North Sea and Baltic Sea regions. It was organized in May 2022 and its closing conference was at the same time the final conference of the INCONE60 project.

The INCOnet – INCONE60 Business Network brings significant added value to the project. It is aimed to link small ports located in the South Baltic Sea and the North Sea regions with the business sector – vessel owners, cargo owners, port authorities, forwarders, shipping agents and other interested parties. The INCOnet is intended to be a real network with a real impact on the development of shortsea shipping in these regions.
