Work package 3. Transport economics and market analysis

Target Groups: Politicians, Administrations, Port Authorities, Lobby Organizations

Main objective:

The main target of WP3 is to carry out analyses and research studies of the current economic and social situation of the regions influenced by the activities of local seaports in the South Baltic Region, which will result in the final report. This will include the results of detailed research and analyses of the transport system operating in the region and transport infrastructure (road, rail, inland waterway, port infrastructure). The report will also contain detailed information on the investment needs of local seaports and barriers to their development. The analysis will also cover the possibilities of using local ports for handling ecological energy sources and new forms of use of the Baltic Sea, such as aquaculture. The report will also include an analysis of the cross-border cooperation of local ports. It will constitute a basis for the development of the cargo flow model in the WP4.

Deliverables:

3.1. (COMPLETED) Analysis of local ports and their impact on the regional economy. The analysis covers issues such as the current situation of local ports, the potential of local port infrastructure and their functions, the economic impact of local ports on the surrounding region, cooperation with local authorities, impact on the local labour market.

3.2. (COMPLETED) Analysis of local ports as development centres. The analysis covers issues such as the development of the current capacity and functions of local ports, strengthening of fisheries and aquaculture, improvement of local ports accessibility from the hinterland and identification of the necessary investments.

3.3. (COMPLETED) Analysis of transborder cooperation of local ports. The analysis will cover issues such as cross-border passenger transport, cross-border freight transport, cross-border cooperation of local ports - current status and prospects, opportunities for cross-border cooperation and legal conditions.

 
 
 

Work package 4. Supporting Transport System (STS)

Coordinating partner: Gdynia Maritime University, Maritime Institute

Target Groups: Local ports’ authorities, shipowners, cargo owners, forwards, stevedores, shipping agents and other entities involved in the short sea shipping.

Main objective:

The main target of WP4 is to create a computerized cargo flow model of the South Baltic and the North Sea regions. The purpose of this transport model is to present the possibility of shifting cargo flow from land to sea.
The cargo flow model is being created with the cooperation of Inero Software company from Poland and SeaRoutes company from France. It is an open simulator that is being developed, adjusted to present economic situation and according to specific requirements, and is mainly dedicated to the business sector, cargo handlers and logistic operators. The first stage of the simulator implementation is finished and you can find it here: https:// simulator.incone60.eu or by entering the “Simulator” module from the main menu.

Deliverables:

4.1. (COMPLETED) Assessment of E60 potential future market capture. Identification and assessment of the existing rail/road transport corridors and current distribution along INCONE60 area as well between the existing routes. It will be produced for the baseline year 2016 or earlier and for WSO + 5; WSO + 10, WSO + 20; taking into consideration improved access to the IWW transport system.

4.2. (COMPLETED) Demand Assignment to Corridors and Modal Share. Forecasts of the modal split for the periods of times referred to the D.4.1. The analysis of alternative routes and modes includes the assessment of existing logistics infrastructure and facilities, special cargo requirements and other conditions as well as local and regional generated cargo growth forecasts.

 
 
 

Work package 5. Innovative Blue Transport

Coordinating partner: Oostende Port

Target Groups: Local ports’ authorities, shipowners, cargo owners, forwards, stevedores, shipping agents and other entities involved in the short sea shipping.

Deliverables:

5.1. (COMPLETED) The pilot trip along IWW E60. The pilot trip will take place along the international waterway E60 on Władysławowo - Oostende route. In order to carry out the pilot, a sea-river barge type was selected. It will call at Polish, German, Danish, Netherlands and Belgian local seaports. During this trip, the agreement between small ports will be signed to emphasise the willingness and readiness of small ports for cooperation and servicing regular shipping connections between small ports located in the South Baltic and the North Sea regions.

5.2. (COMPLETED) Pilot study trip along the inland waterway. The pilot study trip took place on the route Vordingborg - Stepnica - Kołobrzeg. Port Stepnica is connected with the inland waterway E30 (Oder river). The trip proved the possibility of using small ports for servicing cargo vessels like MV Lisa D (length 73.66m, draft 3.8m, breadth 11.5m)

 
 
 

Work package 6. INCOnet – INCONE60 Business Network

Coordinating partner: Vordingborg Port

Target Groups: Local ports’ authorities, shipowners, cargo owners, forwards, stevedores, shipping agents and other entities involved in the short sea shipping.

Objective: The establishment of the INCOnet network will give the project a more practical dimension. Its aim is to connect small ports in the South Baltic and the North Sea regions with shipowners, cargo owners, agents and other entities involved in the transport of cargo by water, especially the international E60 waterway. It is assumed that the INCOnet network will support the creation of business relationships that will have a real impact on the development of shipping connections and the development of regions where small seaports are located.

Deliverables:

6.1. (COMPLETED) Development of the management procedures based on the best practices. It will be a business case study dedicated to small ports with development problems. It will aim to support small ports managers to improve management efficiency and teach methods of attracting investors to the port infrastructure development. Activities will also consist the support in the extending of the business network.

6.2. (COMPLETED) Pilot study trip along the inland waterway. A new separate module for INCOnet will be created on the INCONE60 website. It will consist of an interactive map with members of the business network, contact details and redirections to the members’ websites. The new INCOnet module will include all information crucial for the establishment of the business collaboration.
